Description: The State Attorney's Office Truancy Intervention Program (TIP) is a partnership between the Dade County State Attorney's Office (SAO) and Miami-Dade County Public Schools (M-DCPS), aimed at reducing juvenile crime in Miami-Dade County as well as getting students to attend school on a consistent basis. TIP combines early intervention with prosecutorial enforcement of Florida's Compulsory Education Laws. The program was conceived based on studies conducted in 1991 and 1993 by Miami-Dade County Grand Juries. Since its conception, TIP has become the primary instrument for early prediction of violence, delinquency, poor academic achievement, and family dysfunctions in a student's life. TIP takes a comprehensive and multi-disciplinary team approach for providing meaningful intervention through schools, social service agencies, and legal entities. How Program is Funded: Originally, the program was funded using State & Local School Board Funds. In 2003, the State of Florida Legislature removed their funding, which left only one funding source from the Local School Board. Subsequently, the Miami-Dade State Attorney's Office picked up a portion of the lost funding and the local school board kept their funding commitment. The program was modified in order to meet the new source of funding. 
Evidence of Effectiveness: There has been several internal evaluations. There will be another evaluation for the 2004-05 school year 

How do you know your program is effective: There are several indicators that are used in order to evaluate effectiveness. The strongest indicator is that 75% of the students in the program attend school on a regular basis, after their parent is required to attend the first meeting.

What has not worked in the program any why: The program was originally designed for elementary school students focusing on the enabling parent. Since the program was so successful at the elementary school level a decision was made to expand to middle school. It was very clear that middle school students needed a different program design and that centering on the parent did not work. The very strong prosecutorial component would have to focus on the student, but there was statutory authority to do so.
