Description: The Truancy Intervention Program (TIP) is a component of the Lancaster County Juvenile Diversion Program and primarily targets youth in middle or high schools, between the ages of 13 and 18, who are demonstrating difficulty attending school. Youth who participate in Diversion Services are required as part of their Diversion Plan to enroll in this service. Truancy Intervention screens more than 600 youth every year for truancy issues, providing directed intervention to youth with truancy issues If youth refuse to adhere to the program, the law offense ticket will be returned the prosecutor for consequences through the justice system. TIP monitors attendance on a weekly (or more often as applicable) basis and enrolls youth who have truancies in a phase system with steps and activities designed to bring attendance back into compliance.  

How Program is Funded: TIP is a component of the Lancaster County Juvenile Diversion Program. JDS is funded through Diversion client fees, numerous Local, State and Federal funding sources.

How do you know your program is effective: JDS performs program evaluations of the effectiveness based upon its adherence to stated objectives, which includes "process" components and "outcome" or impact components that measure success. JDS recently developed a database and monitoring system that consistently measures outcomes and a CQI process that evaluates these outcomes and proposes and monitors program adjustments. Some of our preliminary and early outcomes include: § A truancy reduction rate from 35% of JDS clients truant to 14% truant. § 86% of JDS clients had zero (0) truancies since enrolling in the program. · 100% of school survey respondents indicated that there was an improvement in the client’s situation. · 82% of school survey respondents indicated that Diversion Services helped the students attend classes more regularly.

What has not worked in the program any why: Some parents find it too intrusive for Diversion to monitor their child’s attendance and keep in contact with school personnel.
