Description: The FINS program is a prevention program focused on the at-risk population of children/juveniles who are referred through various methods-primarily schools/law enforcement or other social service agencies. We conduct intake/assessments with the family to determine to particular needs of our clients. We monitor school attendance, school performance and behavior. FINS also refers to other specialized agencies to provide counseling services, psychological testing/psychiatric evaluations and substance abuse assessment/treatment. Non compliant families are referred to Court to seek formal Court intervention. 

How Program is Funded: The FINS Program in Plaquemines Parish is funded in part through the Louisiana Supreme Court. The two FINS Officers receive salary as paid by the Plaquemines Parish 25th Judicial District Funds. The FINS office is located at the Belle Chasse Annex Courthouse. 
Evidence of Effectiveness: Internal evaluation in progress, Internal evaluation completed, External evaluation in progress, External evaluation completed, Preliminary results available (includes draft papers, powerpoint presentations, etc.), Final evaluation report available  

How do you know your program is effective: Most clients/families are placed under a six month contract/probation period. During this period, they must comply and complete various programs and follow basic rules at school and in the community. Failure to complete or comply with these stipulation-will result in court action or possible out of home placement (detention, group home or jail for parents). We can measure the effectiveness of this program by lack of repeat referrals and when families complete and comply agreements.

What has not worked in the program any why: On August 29, 2005-our Parish was devastated by Hurricane Katrina. The Juvenile Detention Center was destroyed--and has not been reconstructed. What is lacking in our program is a "day detention program" as a method to provide structure and instruction for students are truant/noncompliant or deliquent.
